Where You Can Sell
Hawaii cottage food vendors are permitted to sell through the following channels:
Act 195 (effective August 2025) permits wholesale and third-party sales for non-TCS products only. TCS foods remain direct-to-consumer only. Registration with HDOA required.
Online Sales & Shipping
Under the standard cottage food law, all sales must be direct and in-person — online sales and third-party delivery are not permitted. Act 195 (effective August 2025) expanded rules for certain non-TCS foods to allow third-party and wholesale sales; check current status with the Hawaii Department of Agriculture.

Acidified & Fermented Foods
Acidified foods include pickles, hot sauces, salsas, fermented vegetables, and other products with a pH at or below 4.6. These are regulated separately in most states.

Act 195 (HB 2144, effective August 2025) significantly expanded Hawaii's home food law: fermented and acidified foods now allowed; wholesale and third-party sales permitted for non-TCS products. Registration with HDOA required. Free or low-cost food safety training required. Hand-pounded poi explicitly protected.
