Wisconsin cottage food vendors are permitted to sell through the following channels:
Wisconsin does not permit wholesale to retailers, cafes, restaurants, or other food establishments. The Wisconsin Court of Appeals (November 2024) reversed a lower court ruling that had briefly allowed chocolates, fudges, and dried mixes without a commercial license — those products once again require a commercial food establishment license. A 2026 reform bill proposing a $40,000 cap and registration system is pending in committee. Allowed products: shelf-stable baked goods, high-acid canned goods (pH ≤ 4.6), honey, and maple syrup — all sold direct-to-consumer only.

Acidified & Fermented Foods
Acidified foods include pickles, hot sauces, salsas, fermented vegetables, and other products with a pH at or below 4.6. These are regulated separately in most states.

Wisconsin removed its $5,000 sales cap in 2022. Direct sales allowed; no online sales permitted.
